अन्वयः
हे शूरेन्द्र राजन् ! यत्ते चतस्रो यत्तिस्रः पञ्च च सन्ति वा यत् क्षितीनामवोऽस्ति तन्नः स्वा भर ॥२॥
पदार्थः
(यत्) याः (इन्द्र) राजन् (ते) तव (चतस्रः) सामदामदण्डभेदाख्या वृत्तयः (यत्) (शूर) (सन्ति) (तिस्रः) सुशिक्षिता सभा सेना प्रजा (यत्) (वा) (पञ्च) भूम्यादीनि पञ्चतत्त्वानि (क्षितीनाम्) मनुष्याणाम् (अवः) रक्षणादिकम् (तत्) (सु) (नः) अस्मभ्यम् (आ) (भर) समन्ताद्धर पुष्णीहि वा ॥२॥
भावार्थः
स एव राज्यं वर्धयितुं शक्नुयाद्यो राज्याङ्गानि सर्वाणि पूर्णानि सङ्गृह्णीयात् ॥२॥

पदार्थ
हे (शूर) वीर (इन्द्र) राजन् ! (यत्) जो (ते) आपकी (चतस्रः) चार साम, दाम, दण्ड और भेद नामक वृत्ति और (यत्) जो (तिस्रः) तीन उत्तम प्रकार शिक्षित सभा, सेना और प्रजा और (पञ्च) पृथिवी, अप्, तेज, वायु, आकाश पाँच तत्त्व (सन्ति) हैं (वा) वा (यत्) जो (क्षितीनाम्) मनुष्यों का (अवः) रक्षण आदि है (तत्) उसको (नः) हम लोगों के लिये (सु) उत्तमता से (आ, भर) सब प्रकार धारण करो वा पुष्ट करो ॥२॥
भावार्थ
वही राज्य बढ़ाने को समर्थ होवे कि जो राज्य के अङ्ग सब पूर्ण उत्तम प्रकार ग्रहण करे ॥२॥

भावार्थ
जो राज्याच्या सर्व गोष्टी उत्तम प्रकारे स्वीकारतो तोच राज्य वाढविण्यास समर्थ असतो. ॥ २ ॥

Meaning
Indra, refulgent ruler, bear and bring us for the protection, progress and sustenance of the people those three, four or five principles of policy and values of society which, according to you, are the best ways of the peace and advancement of the people, and let us settle and establish ourselves therein with your law and inviolable power, brave one.$Note: This mantra is the basic formula of any socio-political structure and its governance and administration for the preservation, advancement and balanced sustenance of society. Details have to be worked out in the light of permanent values, history and tradition, and present and future implications. We may consider the following: (A) Three: Physical, mental and spiritual well being of the individual, society and the total human community, the departments of governance and administration, legislation and education; care, preservation and replenishment of the earth, environment and higher sphere; the government, the people, and the defence forces.$(B) Four: The four classes of the people, i.e., teachers and researchers, defence forces and administrators, producers and businessmen, and the ancillary workers; The four stages of individual and collective life, i.e., Brahmacharya (education, preparation and consolidation), Grhastha (family, professional life and social responsibilities and management), Vanaprastha (retirement and voluntgary community service), and Sanyas (total freedom, renunciation and social service). This is Vamashrama Dharma.$(C) Five: Four classes of people and the other miscellaneous groups whosoever they be.$Five levels of organisation: individual, family, professional community, nation, and the global and environmental level.$Vedic suggestions are symbolic and general, particular details are to be worked out in the light of the Vedic purpose of life and living for the realisation of Dharma, righteousness in practical life, Artha, material well being, Kama, fulfilment of the Self, and Moksha, ultimate freedom
